Beaumont Independent School District Facilities Construction and Renovation Bond Project
Teaming with Parsons Construction Management Group, Ware & Associates delivered the first ever Local, Minority, and Woman Business Enterprise Program for the Beaumont Independent School District (BISD). The agency assisted with raising awareness of the benefits of the bond program for the student population by implementing a Get-Out-The-Vote campaign, which successfully helped pass the Districts’ $388 million-plus, 4-year bond program.
Ware developed the L/M/WBE program with the input of local stakeholders. The program is an inclusive process and creates opportunities for prime and sub-contractors to develop teaming, joint venture, and mentor-protégé alliances. The agency facilitated outreach to vendors and contractors in the Beaumont-area that included “How to do Business” workshops designed to build interest in and vendor capacity for the project’s construction opportunities. These events were also used to foster better understanding of the L/M/WBE Program.
The work done in establishing this program laid a foundation for the organization of a local chapter of the National Association of Minority Contractors (NAMC). Ware received a Certificate of Appreciation at the local area NAMC organizational banquet in December 2011.

Port Arthur Independent School District Facilities Construction and Renovation Bond Project
Port Arthur Independent School District (PAISD) successfully passed a $189 million Bond project in 2007, at the same time as BISD. PAISD had no formal program for L/M/WBE contractors either. The ISD Board recognized the need to ensure that anyone desiring to provide goods and services to the District could do so unencumbered and contracted Ware & Associates to customize a program specifically for its bond program. The agency facilitated opportunities for Port Arthur-area contractors, vendors, and professional services providers to learn How to do business with District. After raising awareness of opportunities with the district and its new inclusion program, Ware turned the process over to the District.

Tarrant County College District
MWBE/HUB firms, Parsons tapped Ware & Associates for assistance with developing and implementing a plan to engage these groups in competing for contracting opportunities with Tarrant County College District (TCCD).
The Ware-developed inclusion plan was implemented in support of the District’s capital improvement program. The agency engaged companies interested in contracting opportunities with the District through a series of outreach events. The plan successfully achieved increased participation by these service providers, and helped to meet or exceeded the participation percentage-goals established for the program. Ware also assisted TCCD with establishing system-wide baselines for inclusion.

Fort Worth Independent School District
Ware & Associates developed and conducted a series of skill-enhancement mini-workshops for the Custodial and Maintenance, Transportation, and Child Nutrition Services divisions of Fort Worth ISD. Subjects covered included, Communication, Time & Project Management, Leadership and Motivation, and Ethics. Attendees received relevant and practical problem-solving guidelines throughout each training session. A workbook containing highlights of the presentations was provided each attendee for future reference. At the conclusion of each session, attendees were given an opportunity to evaluate the presenters, and make recommendations for additional workshop topics.
