Then Secretary of State Roger Williams launched a statewide voter education campaign in 2006 as part of the Help America Vote Act (HAVA), passed by Congress and signed by President George W. Bush in 2002. HAVA provided federal funding to all 50 States to improve election-related standards.
Ware & Associates teamed with Burson-Marsteller to implement a statewide outreach initiative to assist Secretary Williams with his effort to reach a majority of voters with a message of commitment to providing Texans an easier, faster, more secure voting experience. Specifically, Ware was tasked with researching and coordinating outreach activities within the African American Market.
